Ah. I was assuming that Martha was the same age as Freema, which is 29. Which would also be consistent with her level of education when we meet her. They do mention that she was pushed through a bit faster to join Unit as their medical advisor or whatever, but 23 still seems way early for that level of accomplishment. It seems that her young age could be attributed to a difference in school systems. In the U.S. she would have to be a resident (an actual doctor) to be doing clinical rounds (which is what she's doing when she meets the doctor), which unless she's a prodigy, wouldn't be at 23...Or Doctor Who could have just not researched that bit very well. *g* On the Who wiki they list her birth year as 1984, which would make her closer in age to Rose than I thought, canonically.
And I'm not criticizing! I don't want you to think that at all, it just really intrigued me because it was something fundamental I always assumed about the character, so it got me to researching. lol
